People of the border wordls often consider themselves as independent solar systems.
Of course it is not correct. The border worlds are merely unadvanced planets in 
hard to get corners of the galaxy. They are certainly under the protection of the
Confederation of the United Suns, however the Confederation is too busy to make
often visits to those planets.
